The title tag is used to give Document a title, it is also what shows up in the search engines along with the a description, usualley defined by the description meta tag.

Example:

The title goes in the head section of your document, between <head> and </head>, some websites like to include a title meta tag, but this is obsolate.

<title>Learn By Doing - brugbart.com</title>

Recommendations

Don't start the title with your site name, or logo like below:

<title>brugbart.com - Learn By Doing</title>
<title>brugbart.com - About the title Tag</title>

If you must have your sitename or logo in the document title, then do it last in the title like below:

<title>Learn By Doing - brugbart.com</title>
<title>About the title Tag - brugbart.com</title>

Consider how your site will show up in the search results, websites with a relevant title will have higher click ratio, and generally be placed higher in the search results.
